“We’re not political,’’ said one determinations staffer in khakis as he left work late Tuesday afternoon. “We people on the local level are doing what we are supposed to do. . . . That’s why there are so many people here who are flustered. Everything comes from the top. We don’t have any authority to make those decisions without someone signing off on them. There has to be a directive.”

I remember a saying as a child the "You cant corrupt an honest man except by making his legal actions illegal with corrupt laws"
Evidently the IRS has made it a practi9ce to hire corruptible individuals on purpose.
Honorable people would acknowledge that those acts are illegal and refuse those kind of "Illegal Orders" hence the comparison between govt employees and nazis claiming to only be "following orders" is dead on.

The gallows at Nuremberg were at capacity with the dangling of those who claimed that they were just following orders.

Whether it is "Everything comes from the top...there has to be a directive", or "Befehl ist befehl" ("Orders are orders"); insufficient excuses are the plea of the guilty!
